The purpose for its construction was unknown, so they decided to open it to the public to view to try to gain some money to help pay for its cost. Takeda Keiji happened to be waiting for his girlfriend Miyashita Touka nearby and Tanaka Shirou was visiting the tower because he had once promised Kamikishiro Naoko that they'd go together someday.
