The film centralizes on the storyline after Tai Fei (Anthony Wong) obtains branch leader status after Young and Dangerous 4. Tai Fei discovers he has a son, and soon realizes that he is a triad member involved in the Tung Sing gang which deals in narcotics.

Hong Fu Kwai is a Chinese tomb raiding expert and has a close relationship with North Korean terrorists. South Korean government sends a male and a female undercover agent to investigate North Korean terrorist activity.

The film opens with Jade Leung kills a few people - but when she accidentally threaten a young boy in the process in a square where she tries to save him, thereby allowing sufficient time for the police to arrest her and send her to imprisonment. There is a focus not only on her, she shares it with three other prisoners as she slowly befriends, and each of them given her own story and flashback on how she got there.
